Open call: Join the PA Youth Mobility seminar in Bucharest

The Partial Agreement on Youth Mobility through the Youth Card is opening a call for international civil society representatives - especially from PA member states - to join its promotional seminar "Renewing the commitment to youth mobility", taking place 27-29 October 2026 in Bucharest, Romania.

Youth mobility has been a policy priority for decades, but the conversation around it keeps shifting from mobility on the labour market, to learning opportunities, to volunteering, and it doesn't always get an easy ride as political priorities move toward green tech, digitalisation and security. This seminar is a chance to put youth mobility back on the table, grounded in research, lived experience and where the policy needs to go next.

The event is in the framework of the Partial Agreement on Youth Mobility through the youth card, namely co-organised by the Council of Europe and the European Youth Card Association (EYCA), and Romania's Ministry of Labour, Family, Youth and Social Solidarity, with support from the Student Cultural and Sports Complex (CCSS Tei) and the Bucharest Students' Cultural Centre, who are also hosting parts of the programme.

Over three days, participants will hear from government representatives, Council of Europe officials, and youth panel members, join panel discussions on the future of youth mobility and infrastructure, explore good practice from across the European Youth Card network, and dig into Romania's own youth mobility policies and challenges. There's also a cultural programme and a couple of shared meals built in - good chances to connect outside the formal sessions.

Alongside government delegations, Council of Europe staff and EYCA members, we're opening a limited number of spots for civil society representatives, particularly from countries that are signatories to the Partial Agreement. Selected participants will have accommodation, meals and international travel covered.
