CALL FOR TENDERS: Research services on youth affairs in the Baltic and Nordic countries of Europe

European Youth Card Association (EYCA) is a non-governmental, not-for-profit association of 37 member organisations that issue the European Youth Card to over 8.2 million young people in over 35 countries across Europe. 

As part of its efforts to better understand the landscape of youth affairs in the Baltic and Nordic Europe, EYCA is looking to hire research services in the youth field.

The social, economic and political context of young people living in Nordic and Baltic countries is arguably different than other parts of Europe. While EYCA strives to offer access to European Youth Card services for all young people, we also understand that the needs of youth of Nordic and Baltic countries[1] are different, the landscape of civil society is unique and the institutional design and (youth) policies play a crucial factor in identifying the right potential member organisations in the regions. In this context, EYCA is looking for a researcher / team of researchers to support with research instrument design and analyse the collected data. 

Objectives of the research: 

  • Map the youth affairs landscape in Nordic and Baltic countries of Europe: civic society, institutional design, youth policies, educational institutions, student associations etc, 
  • Understand better the youth as a demographic in the Nordic and Baltic countries: living standard / social and economic state of play for young people (16 – 25), thematic priorities, type of programmes and benefits they may need etc.
  • Understand better the type of potential EYCA membership that would be most appropriate for each of the Nordic and Baltic countries in Europe

Expected outcomes and deliverables:

  • Design research instruments (ex. interview, survey) to be applied to key stakeholders in the youth and education field in Nordic and Baltic countries
  • Analyse the data
  • Undertake desk review to better understand the profiles of youth in Nordic and Baltic region
  • Deliver a comprehensive report (max 25 pages) highlighting the main outcomes. The report is expected to help EYCA leadership make strategic decisions about potential membership in the region.

Time frame of the contracting process and key dates:

  • Deadline to submit documentation: 1st of March
  • Contractual dates: 15 March – 31 July 2024

Estimated budget: The maximum budget available is 5000 - 7000 euros (VAT included).

Other elements:

  • The selected researcher / team of researchersshould be available for 1.5 hours online meeting on the first week of March, to better clarify the needed outcomes.
  • Working language is English
  • Exposure to the youth sector in researched countries, together with knowledge of any of the Nordic and/of Baltic languages is a plus.

  • Financial offer, including expected number of working days, fee per day (VAT included) and estimated distribution of working days throughout the four months of contract
